Meet Cindy

For more than 40 years, Cindy Hallman has dedicated her life to one purpose: helping children discover their potential and ensuring they have the opportunity to succeed.

Her journey in education has taken her from the classroom, where she taught and experienced firsthand the wonder and challenges of helping children learn, to school administration, where she worked to support students, families, and teachers. Throughout her 30-plus years in public education, Cindy also mentored new teachers, helping them develop the confidence and skills needed to make a difference in the lives of their students.

For the final 10 years of her career, Cindy served as an Associate Professor at the university level, preparing both undergraduate and graduate students to become effective educators. She understands education from every perspective - from the child sitting in the classroom, to the teacher standing at the front of it, to the leaders responsible for creating an environment where both students and teachers can thrive.

Cindy believes the most formative years of a child's life are also some of the most important years in their education. When children learn to read with understanding, communicate their ideas, think critically, and build a strong foundation in mathematics, they gain more than academic skills. They gain the confidence, independence, and freedom to pursue their dreams and shape their own futures.

Cindy's lifelong commitment has always been to see the child behind the student to recognize that every child is an individual with unique strengths, needs, hopes, and dreams. She believes our schools must educate the whole child while giving teachers the support and flexibility to meet students’ needs.

Cindy is seeking a seat on the Saugus District School Board not simply to hold a position, but to continue dedicating her life's work to education. After four decades devoted to children, educators, and public education, she is ready to bring her experience, passion, and unwavering commitment to the community she lives in and serves. She believes every decision made by a school board should begin and end with one question: 

What is best for our children?

Every child who walks through our school doors deserves to be seen, known, and allowed to reach their full potential.

I believe every child is more than a test score. They have a name, a story, unique strengths, and challenges that deserve to be understood. As a Saugus School District Board Member and lifelong educator, I will work to ensure that every student receives the support, encouragement, and challenge they need to succeed.

For some children, that means making sure they receive help when they struggle. For others, it means pushing them to think deeper, explore their creativity, ask questions, and discover what they are capable of achieving. Our classrooms should inspire students not simply to memorize information, but to understand it, think critically, solve problems, and use what they learn to make a difference in the world around them.

I believe our teachers are essential to making this happen. They know their students. They see their needs every day. They should have the tools, resources, and professional freedom to meet those needs - not be limited by a one-size-fits-all approach.

I am not running for a political position; I am running to continue the work that has been my passion for 40 years - as a teacher, principal, and university professor - advocating for children and helping educators give every student the opportunity to succeed.

My passion is simple: I want every child to have the chance to thrive. I want our schools to see the whole child, support our teachers, challenge our students, and never lose sight of the individual behind every desk. Every teacher needs to feel empowered to optimize student learning.

Why? Because every child matters. Every child deserves to be believed in. And every child deserves the opportunity to discover just how far they can go.

My Approach:

Positive Student Behavior for Safe, Learning Classrooms:

  • Clear expectations set for appropriate student behaviors.

  • Immediate interventions for supporting teachers and staff.

  • Establish a safe culture where all employees feel valued and heard.

Strong Support for Teachers and Staff:

  • Clear learning expectations with Common Core Standards for ELA and Math.

  • Whole Child experiences including physical education, history, science, and The Arts.

  • Exceptional resources for educators and students.

Advocate for Community Engagement:

  • Accessibility to District Personnel and Leadership.

  • Collaboration in two-way dialogue.

  • Ensure families have access to express concerns, especially regarding regular and special education issues.

Accountability with Clear Results:

  • Common sense when analyzing data to include all stakeholders.

  • Every student viewed as an individual learner.

  • Teachers set goals in Professional Learning Teams by asking:

    What do we want each student to learn? How will we know when each student has learned it? How will we respond when a student has difficulty in learning?
